As part of a long-term infrastructure investment program this newly created position is required to lead the commercial and contractual strategy across a complex portfolio of major infrastructure projects. This program represents a multi-billion-dollar investment over the next decade and will play a critical role in supporting Victoria’s future growth.
This is a rare opportunity to step into a senior leadership role where you will influence procurement strategy, contract models, and commercial outcomes across the full project life-cycle.
About the role:
Reporting to the Head of Infrastructure Delivery, you will take ownership of the end-to-end commercial and contractual management of major infrastructure packages, from early procurement planning through to contract delivery and close-out.
You will operate at both a strategic and hands-on level, partnering with project, legal, and commercial teams to ensure best-practice procurement and contract management outcomes.
Key Responsibilities
- Develop and implement program-wide procurement strategies aligned to delivery, staging, and risk allocation
- Lead procurement planning including packaging strategy and contracting models
- Manage end-to-end tender processes, including documentation, probity, evaluation, and recommendations
- Lead commercial negotiations and finalise contract terms and risk allocation
- Fulfil Superintendent / Superintendent’s Representative responsibilities where required
- Identify and manage commercial and procurement risks across the program
- Provide reporting, insights, and recommendations to senior leadership and governance forums
About You:
You are an experienced commercial leader with deep expertise in contract management across major infrastructure projects.
Ideally, you will bring:
- Extensive experience managing contracts across large-scale infrastructure or capital works programs
- Strong knowledge of procurement strategies, contracting models, and commercial frameworks
- Proven ability to lead complex tender processes and negotiations
- A collaborative approach with the ability to influence across technical, legal, and commercial stakeholders
- Strong understanding of governance, probity, and risk management principles
- Tertiary qualification in relevant discipline such as engineering
- Play a key role in shaping a landmark infrastructure program
